1) Start a blog around your book.
2) Send copies to a few bloggers who you think are a good match for the topic.
Good suggestions. And here's another: zine writers, poets, and guerilla publishers — start your own blogs! When I was a street corner poet (not all that long ago), I used to print out copies of my poems and hand them to anyone who would take them (passers-by, tollbooth operators, etc.). Now it's remarkably easy to put them online for free. I don't understand why more people don't take advantage of this option. Sure, there's the stigma of self-publishing, but there's also the promise of an actual audience.
