Are similar grants and subsidies available to owners of impervious surfaces over 3 acres in size?

One of the unicameral legislature's top issues should be to allow the states auditor's office full access to OneCare's taxpayer-funded finances.
Apparently H.181 died in the House Health Care committee last year because chairman Lippert didn't deem it worthy of consideration (https://vtdigger.org/2019/04/07/7-proposal…).
Perhaps the bill in its entirety had flaws, but the audit provision certainly needs enactment in a state not known for its sterling ethics
