So far as Governor, Phil Scott has revealed for "all that" experience in state government he has shockingly little clue at how government actually works.
Scott has also shown that when he suddenly wants something but doesn't get his way he will act like a petulant child and bend truths in order to get it (like claiming there is $26 mil to save in the budget this year, or that the savings wouldn't happen even if the legislature did absolutely nothing).
Scott is a wolf in sheep's clothing. A dumb wolf, but a wolf none the less.
