Does LCAR not recognize that the PUC developed the rules in part based on multiple public hearings around the state? So much for public input!! Do those approving wind developments even consider whether the local utility has grid capability to handle the power or whether their ratepayers can afford more RE at the much higher cost. With the majority of commercial wind proposed in the NEK where the grid cannot handle the power and residents are LEAST able to afford the higher RE cost, this should be a strong factor.
