and still isn't. If it is being considered the top of the class.... there are really many problems ahead.
I was and still am, a strong supporter of the ACA/Obamacare program, I am amazed at the inability to create the framework. There were years of lead time, and in all there are only a few thousand clients... wasted hours of phone "service"... useless online personal accounts, we could have each had our own guide, and fared better, and i'm certain more efficiently! Why did all these systems need to be invented from scratch?
It was like having to do Fed taxes with no directions, and no help line... a nightmare!
