Dear Chief del Pozo - guess what? There are people of color in Vermont whose families have been here since the 18th century. That's about eleventy times longer than you have been in Vermont. Diversifying the department isn't only about immigrants - what a deflection! It's about careful recruitment of people from here and from anywhere good people can be found, and it's about valuing diversity to begin with. It's not at all clear that you have that value. As for the test that has outdated questions on it, you speak as if it is owned and administered by people from so far away (Mars, perhaps?) that there's nothing you can do to change it. Are you not the chief? I bet you would not even have to re-invent the wheel, but could use solid test questions from the other departments you admire.
Seems like a lunchtime of evasion to me.

You must know that YOU are lying. Or is it that you are just too lazy or biased to learn the truth? Seven Days didn't ask that question because everyone of integrity knows the story on Shaun, who is a black man. No, I'm not going to tell your lazy, lying self the story. If you are so het up about it - go do your own research.
