Paul, as always thank you for a good read. I'd like to address the assertion that the State's Attorney's "passed the buck" by referring the criminal pay-to-play allegation to law enforcement rather than investigating it themselves. To quote the opening line of Law & Order, because in this instance TV is true to life: "In the criminal justice system, the people are represented by two separate, yet equally important, groups: the police, who investigate crime, and the district attorneys, who prosecute the offenders." We the State's Attorneys honor this division of labor and authority. We referred the criminal allegations to the police authorities to investigate, while addressing the civil campaign finance allegations in our report. This is not passing the buck. It is following centuries of legal tradition. I should add that with respect to all of the allegations, the presumption of innocence applies.
