The custodian of the records, created or received, no matter what device it was created on. Use of personal email addresses to create messages on work matters happen all the time. Setting the tone at the top means local governments will use this definition created at the state level as protection from investigation.

You can read the list of campaign donors and see how much money is from out-of-state, including Sue Minter. Why do you think that is? You can get away with saying you're not accepting corporate money IF the individuals belonging to said corps or organizations are paid to donate.

Now that the single-apyer matter is considered a dead matter by the governor's office, those emails are public documents under Public Record Law.
