It's true that the data are not perfect, so we tried to make shortcomings clear in the article. But so you know: The data sets do provide details on the driver's residence, as well as the state to which the stopped vehicle is registered. With full access and sufficient time and resources, such factors can be taken into consideration as part of any full analysis.

That said, my impression from interviews — both with advocates of this data collection and with individuals more wary of the initiative — is that all would agree the data cannot tell the whole story, so are not a be-all/end-all source of information. Rather, they're a one piece of one slice of a very complicated pie.
