I believe that governor Scott is establishing a pattern, wanting to appear to be reasonable while saying no. S.22 in particular can lead us on a path of richer resources to apply to education for instance.

To try to pull the wool over our eyes like this should be inexcusable in a public servant. Stating surprise when his phones have been inundated for the past several weeks is ludicrous. I don't buy it for s second . This attempt to wash your hands of this in a way that you hope leaves you looking like the good guy while the legislature takes the blame for not working on S.22 is absolutely transparent to some of us.

I was on 90mg of mscontin daily for pain management. In a sleep study I found I was experiencing central sleep apnea. I was having pauses in my breathing for up to 2 minutes. This was caused by the morphine. Dr told my wife that this would kill me. My wife asked about alternatives and medical marijuana came up. I skeptically tried and like turning a switch my morphine usage was reduced by 66% and within 6 months was opioid free. I went through withdrawals but believe that cannabis even made those more bearable. That was 3 years ago and I still use cannabis exclusively to manage my pain and opioids are now a medicine of last resort as it should be

There used to be a safety net, as distasteful as it may seem to some, the Vermont State Hospital that was part of a system discarded by Shumlin after Irene. There were, from time to time, patients who were much too disruptive to be unsupervised when required interactions take place. These patients could be very aggressive leading to many staff injuries but it was felt at the time correctly that prison would be much worse for them. There is no easy answer, a person who is experiencing dementia cannot be expected to exercise appropriate impulse control.
