People would call an ethics information hotline emphasis on ethics information hotline to inquiry whether what they saw or heard could be a conflict of interest or they may want clarification on a law or rule before they contacted OAG or law enforcement. The probability is high if given the choice, someone would call an anonymous ethics information line before taking the decisive step of calling law enforcement.

A robust ethics commission with a ethics hotline or information line, manned with a full time executive director who had investigative authority may have received a telephone call from one of the legislators who roomed at the Montpelier Hotel where McAllister took the minor age legislative aide. Or perhaps a hotel employee could have reported the situation via an anonymous ethics hotline. The same could be said for the EB-5 scandal, perhaps an accountant or supervisor would have reported that projects were not being completed or funds were being diverted. Ditto for Sorrell. Fear of retaliation is what prevents most employees from reaching out especially if they have to go to their manager or up the line of authority to discuss their concerns.
