There are a couple other contributing factors not considered. One is that having all children covered under Medicaid, even children of wealthy families, does not make sense. Families with other health insurance should not be eligible for Medicaid. Basically, children covered already by insurance, taken off of Medicaid will save money. Second...we must face the fact that almost 90 percent of all medical costs are related to preventable disease. Holding people accountable for their health is not only good for reducing Medicaid costs, but helps those people in poor health first and foremost. We need to incentivize healthy behaviors. Just talking about healthy behaviors has proven unsuccessful. We need to offer programs of fitness and nutrition and pay for outcomes. Drugs do not cure chronic disease...only exercise and good nutrition is proven effective, but must be applied with first symptoms - BMI, A1C, cholesterol levels, Heart rate recovery...are measurements to warn of risk. Instead of reaching for prescription pads to hand out drugs, there should be prescriptions to medically directed fitness and nutrition. And insurance needs to pay for it... only for programs proven successful...not just gym memberships.
