Application 4C0018-1 from City of South Burlington, Attn: Silken Kershner 180 Market Street , South Burlington, VT 05403 was received on February 1, 2024 and deemed complete on February 20, 2024. A draft permit was posted for its statutory notice period, and then the project’s scope changed; supplemental information was submitted and the amended application was deemed complete on August 12, 2026. The project specifically authorizes improvements at Red Rocks Park (the Park) to address critical needs at the park entrance, beach, and beach access road. Entrance improvements include regrading and expanding the existing parking area, construction of a multi-use path connecting to the existing path at Queen City Boulevard and Central Avenue, ADA parking, curbing, and a subsurface stormwater chamber system designed for storage and infiltration of up to the 1-year storm, including runoff from the parking area, path, and Central Avenue. The existing 15” CMP stormwater outfall west of the bathhouse will be replaced with an 18” corrugated PE pipe to the beach limit and a new stone spillway. The beach access trail will be regraded to drain to a new stone-lined swale, with a gabion retaining wall to support the uphill slope and minimize grading. The project is located at 4 Central Avenue in South Burlington, Vermont. The application may be viewed on the Land Use Review Board’s website (https://act250.vermont.gov/) by clicking “Act 250 Database” and entering the project number “4C0018-1.”
