It is also the most conservative district and that is an issue. If they knock the ward down to one councilor, its less likely a republican like Decelles will find their way onto the council.

Gotten to the point of being a GD joke so here we go. Vote no on any proposal in March let the state take punitive action and trade them Burlington Telecom in payment. Two problems solved and I can still get representation from a fair number of councilors in a ward that actually votes in high numbers, in all elections .

Actually the Ward with the biggest negative standard deviation (meaning it has less of a population then it should is Ward 4). But the Ward with the greatest standard deviation overall is Ward 1 with a “positive” standard deviation of 25%. Which means we have 25% more people than we should. It also means a vote in Ward 4 is worth 1.41 times as much as a vote in Ward 1. Here are the City stats – http://www.burlingtonvt.gov/Ci…
Ward 1 is inflated due to the increase in college students. Simply because UVM increases enrollment by 2500 students should not take away representation from other wards. Using census data is not the most accurate method, although I do understand the necessity of it.
So, the boundaries of ward 1 need to shrink to encompass fewer people while those of ward 4 have to expand to get more population- without unbalancing adjacent wards or upsetting too many residents who identify with their current ward? No wonder it’s such a process.
Does the census count students as residents?
