Application 4C0354-3A from GlobalFoundries 1000 River St, Essex Junction, VT 05452 was received on April 3, 2026 and deemed complete on April 29, 2026. The project specifically authorizes the construction of one 53’x32’ building to house wastewater treatment equipment to support the on-site treatment of industrial wastewater from site manufacturing operations. The building will be placed within the footprint of the existing permitted wastewater treatment plant. Construction includes excavation for a concrete foundation and piping installation, installation of a prefabricated insulated metal building, and minor demolition of 70’ of walkway and 30’ of curbing to prepare the site. The building will be accessed by a 30’ driveway from the existing roadway. Wastewater treatment equipment, chemical handling equipment, and safety apparatus will be installed in the building. The equipment will be integrated into existing systems and operated by licensed wastewater operators. Stormwater collected by the new impervious surface will be routed to existing infrastructure that collects all stormwater within the waste treatment plant. No hearing will be held and a permit may be issued unless, on or before June 2, 2026, a party notifies the District 4 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
