Application 4C0364-1A from Catamount Outdoor Family Center, 592 Governor Chittenden Road, Williston, VT 05495 and Town of Williston, 7900 Williston Road, Williston, VT 04595 was received on June 18, 2026 and deemed complete on July 2, 2026. The project specifically authorizes a selection of trail upgrades that constitutes the first implementation phase for an overall trails plan for the Catamount Community Forest trail network, referred to as “The Plan.” The Plan features trail upgrades, reroutes, bridge/boardwalk replacements and drainage improvements for better sustainability and accessibility. The plan covers all 25 miles of trails and terrain areas, including sections proposed for closure when replacement sections are built. The sections selected for Phase 1 consist of upgrades to existing trails, located outside of archaeologically sensitive areas. See Exhibit 007 for a detailed, specific list of upgrades included as part of Phase 1. The project is located at 553 Governor Chittenden Road in Williston, Vermont. The application may be viewed on the Land Use Review Board’s website (https://act250.vermont.gov/) by clicking “Act 250 Database” and entering the project number “4C0364-1A.”
No hearing will be held and a permit may be issued unless, on or before July 29, 2026, a party notifies the District 4 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
