Application 4C1145-7 from State of Vermont Agency of Transportation, 219 North Main Street, Barre, VT 05641 and Vermont Youth Conservation Corps, 1949 East Main Street, Richmond, VT 05477 was received on May 28, 2026 and deemed complete on June 10, 2026. The project is generally described as a culvert replacement project involving replacement of a damaged bridge and re-stabilization of a stream near Mile Marker 4.386 along US Route 2. This project involves work on Vermont Youth Conservation Corps (“VYCC”) property that is subject to Land Use Permit 4C1145 and amendments. The work proposed on VYCC property will be replacing stone fill that has washed out due to flooding, a temporary detour for traffic, temporary utility relocation, tree clearing, construction access and replacement of existing headwalls. The project is located at 1949 East Main Steet in Richmond, Vermont. The application may be viewed on the Land Use Review Board’s website (https://act250.vermont.gov/) by clicking “Act 250 Database” and entering the project number “4C1145-7.”

No hearing will be held and a permit may be issued unless, on or before July 15, 2026, a party notifies the District 4 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
