Application 4C0436-40A from Picnic Loop Development, LLC, 4302 Bolton Valley Access Road, Bolton Valley, VT 05477 and Bolton Valley Water and Community Development Company, 26 Wentworth Road, Bolton Valley, VT 05477 was received on July 6, 2026 and deemed complete on July 15, 2026. The project specifically authorizes the extension of approved construction hours for the development authorized under Act 250 Land Use Permit 4C0436-40, known as the Picnic Loop Development, to grant addition time to winterize new buildings prior to winter conditions arriving, in consideration of the short construction season that exists in this location. The approved construction hours are extended from Monday through Friday from 7:00 AM to 5:00 PM, to Monday through Friday from 7:00 AM to 7:00 PM, and Saturdays from 9:00 AM to 5:00 PM, with no construction on Sundays or federal holidays. This permit amendment replaces Act 250 Permit 4C0436-40, Condition #12. The project is located at 3980 Bolton Valley Access Road in Bolton, Vermont. No hearing will be held and a permit may be issued unless, on or before August 11, 2026, a party notifies the District 4 Commission in writing of an issue requiring a hearing, or the Commission sets the matter for a hearing on its own motion. Any person as defined in 10 V.S.A. § 6085(c)(1) may request a hearing. Any hearing request must be in writing, must state the criteria or sub-criteria at issue, why a hearing is required, and what additional evidence will be presented at the hearing. Any hearing request by an adjoining property owner or other person eligible for party status under 10 V.S.A. § 6085(c)(1)(E) must include a petition for party status under the Act 250 Rules.
